At the same time, due to the accordingly high density of development in most urban centers, it is necessary for regulations to be expressed and enforced to safeguard public health and safety.

Hence, there is need for actual physical planning laws, building regulations and construction codes. In many countries, and at various eras, construction items are attractive as a form of asset. Governments attempt to protect the interests of end purchases with relevant laws and controls with regard to the operations of developers and the items they produce.
