Almost every piece of assessed university work begins with a document: a page, or a paragraph, or a densely formatted table on a virtual learning environment, that tells students what the task is, how long it should be, when it is due, and how it will be judged. In the UK this document is usually called the assignment brief or assessment brief. It is one of the most consequential texts in higher education. It is also one of the least studied.
The question in the title looks simple, but it turns out to have an uncomfortable answer. Briefs are clearer than they used to be, and the sector’s own headline measures are improving. Yet a substantial minority of students still cannot tell, with confidence, what they are being asked to do or how it will be marked – and the reasons for that go much deeper than sloppy writing. They reach into the tacit nature of disciplinary expertise, the limits of what criteria can ever specify, and the quiet power imbalance that makes a brief effectively incontestable.

What a coursework brief is actually doing
It is tempting to treat a brief as a set of instructions, like the assembly notes for flat-pack furniture. It is far more than that. A brief simultaneously performs at least five jobs:
- It specifies a task. Produce this artefact, of this length, in this format, by this date.
- It signals a genre. “Report”, “reflective essay”, “case analysis”, “critique”, “portfolio” – each name carries a bundle of conventions about structure, voice, evidence and stance.
- It declares the basis of judgement. Criteria, weightings, rubrics, learning outcomes.
- It socialises students into a discipline. As John Knight puts it in his doctoral study of first-year students, briefs “provide the very fabric upon which students develop confidence in and understanding of valued and privileged ways of thinking and doing within their disciplines” (Walsh and Knight, 2025); Knight, 2024).
- It regulates emotion. For many students the brief is the first and most anxiety-laden encounter with a summative task.
Because it does all of this at once, a brief has to be simultaneously procedural, rhetorical, evaluative, pedagogical and affective. That is a great deal to ask of a single page – and it explains why briefs so often fail in one dimension while succeeding in another. A brief can be perfectly precise about word count and submission portal while remaining entirely silent about what “critically evaluate” is supposed to look like in this module, in this discipline, at this level.
Underpinning point 4 is the academic literacies tradition, which holds that student writing is not a generic transferable skill but a set of socially situated practices that vary between subjects, modules and even individual markers (Lea and Street, 1998). On this account, students arrive “armed with what prior knowledge they have and only a partial understanding of the disciplinary discourse”, obliged to engage with assessed work “according to rules and assumptions privileged within their disciplinary contexts which may be at best only partially visible and acknowledged and at worst arcane and opaque” (Walsh and Knight, 2025).
What the numbers say
The UK has an unusually good national instrument for this question. Since 2023, the National Student Survey has asked final-year undergraduates not merely whether marking criteria were provided, but how clear they were.

Three things stand out. First, clarity of criteria is improving – a three-percentage-point rise in a single year on a survey of this size is not noise. Second, it remains the second weakest item in the whole assessment and feedback theme, beaten only by the usefulness of feedback. Third, and most importantly, roughly one in five final-year students – after three or four years of practice at reading briefs – still declines to say that the criteria used to judge their work were clear. Institutional variation is wide: within the Russell Group alone, the 2026 assessment and feedback theme scores ranged by nearly ten percentage points.
A caveat matters here. The NSS asks about marking criteria, not about briefs as a whole, and it asks final-year students, who are the survivors – those who found the system navigable enough to reach their final year. Studies that look earlier in the student journey, and at the brief as a document rather than the criteria alone, find sharper problems. In research on a UK assessment-literacy intervention, 66% of surveyed students worried about not knowing exactly what they must demonstrate in assessments, 57% reported difficulty analysing and deconstructing assessment questions or briefs, and 46% did not understand how to apply marking criteria in their essays (McDowell, 2025). One participant simply said they found it difficult to understand all the terminology used in assessment briefs, which left them unsure what was expected.
Crucially, that uncertainty is not evenly distributed. Students with lower entry qualifications express greater uncertainty in interpreting marking criteria and assessment briefs (McDowell, 2025), and in a large multi-institutional survey of over 11,000 students, those who identified as women, first-generation and/or disabled reported perceiving less instructional transparency than their peers (Ojha et al., 2024). Brief clarity, in other words, is an equity issue and not merely a matter of housekeeping.
The perception gap: why staff think briefs are clearer than they are
The single most robust finding across this literature is a mismatch. Academics believe their briefs are clear; students often do not.
The pattern has been documented across very different disciplines. In medical education, students rated the clarity of learning objectives in self-learning guides at a mean of 3.27, while faculty rated the same objectives at 4.39 – a statistically significant gap. Student focus groups reported that objectives were not consistently clear; staff focus groups considered them generally answerable. Students wanted objectives specific enough to tell them what to study; staff were satisfied that the objectives could, in principle, be answered (Hill et al., 2025). That distinction – answerable versus actionable – recurs throughout the field.
In chemistry, Williams’ now-classic study compared how first-year students and their lecturers interpreted commonly used assessment task verbs. The interpretations diverged sufficiently that the author concluded changes in practice were needed simply for assessment to be fair (Williams, 2005). The title of that paper – “Mind the gap” – has become shorthand for the problem.
The gap is also social, not just semantic. Collier and Morgan’s focus-group study found definite incongruities between staff expectations and student understanding of those expectations, with systematic differences between first-generation and traditional students. Their argument is that understanding a brief depends partly on mastery of the “college student role”, which functions as a form of cultural capital transmitted through family experience of higher education (Collier and Morgan, 2008). A brief that is perfectly clear to a student whose parents both hold degrees can be genuinely opaque to a student for whom the entire genre is new.
And when the brief is ambiguous, students rarely blame the document. They blame themselves. Where briefs are ill-formed, ambiguous or unclear, “students can locate difficulties in interpreting them internally, with consequent implications for their confidence and identities as learners” (Walsh and Knight, 2025). This is compounded by the power asymmetry of the assessment relationship, which renders the brief authoritative in the Bakhtinian sense – and therefore effectively incontestable, even when it is problematic.
Six reasons briefs are unclear
It would be convenient if the explanation were simply that some academics write badly. The evidence suggests something more structural.
1. Disciplinary expertise is largely tacit
Subject specialists’ knowledge of academic and disciplinary literacy is often tacit – that is, held in practice rather than in words. McGrath, Negretti and Nicholls worked with thirteen early-career lecturers on a professional development activity designed to surface that knowledge. Participants gained “metacognitive awareness of misalignments between what they teach and what they expect from students” and of “their assumptions about students’ prior learning” (McGrath, Negretti and Nicholls, 2019). The striking implication is that many academics do not consciously know what their own briefs are asking for until prompted to articulate it. Embedded within their own disciplinary and professional communities, educators “may have different understandings of what can be tacitly assumed and what should be made explicit” (Walsh and Knight, 2025).
2. Assessment vocabulary does not mean what students think it means
“Discuss”, “analyse”, “critically evaluate”, “reflect”, “compare”, “justify” – the working vocabulary of briefs is a set of technical terms disguised as ordinary English. Students report that criteria are unclear precisely because of ambiguity in terms such as “critical thinking” (Deeley et al., 2019). Because the words are familiar, neither party notices the misunderstanding until the marks come back.
3. Criteria cannot fully specify quality
This is the deepest problem, and the one least amenable to better writing. Sadler has argued at length that preset criteria are inherently indeterminate in use, and that attempting to codify academic achievement standards exhaustively is futile: no list of criteria can be complete, because judgement always involves the possibility that new or overriding considerations emerge (Sadler, 2009; Sadler, 2014). O’Donovan, Price and Rust make the same point from the direction of knowledge transfer: “Even if an assessor could articulate precisely the standard of work required for a specific assessment task … there is no indication that others will internalise a similar understanding from an exclusive use of verbal description” (O’Donovan, Price and Rust, 2004).
This has a corollary that many students intuit and resent. Deeley and colleagues found students perceiving inconsistency in marking, and asserting that success depended on conforming to markers’ beliefs rather than being assessed on merit; whether and how criteria were explained depended on the individual member of staff, leading students to speak of “serendipity” in assessment outcomes (Deeley et al., 2019).
4. The brief is an under-theorised genre written by habit
Assignment brief design is “a relatively unexplored aspect of the assessment process” despite its pivotal role (Walsh and Knight, 2025). The brief genre itself remains largely under-theorised and under-researched, and educators often replicate the conventions they were exposed to as students rather than critically reflecting on brief design (Medina, 2019). Very few academics have ever been taught to write a brief, or had one of their briefs reviewed by a colleague from a communication standpoint. Templates are inherited; institutional forms accumulate mandatory boilerplate; the actual task description is often the shortest section on the page.
5. Institutional policy treats transparency as availability
A corpus-linguistic analysis of assessment policy documents from 120 UK universities found that the most frequent collocations around “assessment criteria” concerned making criteria and marking schemes available to students and external examiners – but rarely to internal assessors. Transparency, in policy terms, is characterised by availability, “with little promotion of activities or discussion to foster shared understanding of assessment criteria” (Gonsalves and Lin, 2023). Institutions therefore discharge their duty by publishing a document. Whether anyone understands it is left to chance.
6. Too much information is its own form of unclarity
Briefs frequently fail not by omission but by accretion. The 5 Cs framework draws explicitly on cognitive load theory: a good brief supports students in processing the instructions and task (intrinsic load) and removes distracting, unnecessary material (extraneous load), so that students can direct their finite cognitive and affective resources at the assessed task itself (germane load) (Walsh and Knight, 2025; Sweller, van Merriënboer and Paas, 2019). Medina’s design students were unanimous that too much information in a brief limits the quality of their creative response, even while agreeing that some information is essential (Medina, 2019). The title of Knight’s thesis captures the student experience precisely: “It’s overwhelming, looking at a brief…” (Knight, 2024).

Factors contributing to ambiguity in university coursework briefs.
The new frontier: generative AI permissions
Since 2023, briefs have acquired an additional and genuinely novel clarity obligation: stating what students may and may not do with generative AI tools. UK institutions have converged on category systems – the University of Reading, for example, requires module convenors to place each assessment in one of three categories (AI cannot be used; AI may be used to support learning; AI use is expected), and warns bluntly that “failure to notify students if they can use GAIT for an assessment task could result in cases of suspected Academic Integrity falling through on account of insufficiently clear instructions to students” (University of Reading, 2024). Oxford’s guidance for course leaders recommends agreeing a single category statement across all submission-based summative assessments in a department where feasible, because inconsistency between modules is itself a source of confusion (University of Oxford Centre for Teaching and Learning, 2025). The University of Nottingham tells students directly: “Do not make any assumptions about the use of generative AI in an assessment. If you can’t find guidance on AI use for a specific assessment, ask your tutor” (University of Nottingham, 2025).
The sector-level advice points the same way – guidance should be transparent, clearly communicated to all staff and students, and easy to locate (QAA, 2023). The risk, of course, is that AI clauses become one more block of boilerplate on an already crowded page, adding extraneous load rather than clarity. The University of Manchester’s guidance to staff is refreshingly realistic on this: when selecting permitted use cases to list, it recommends choosing no more than twelve to fifteen, “as students are unlikely to read more” (University of Manchester, 2026).
Does clarity actually matter? The evidence on consequences
Sceptics sometimes suggest that struggling with ambiguity is part of a university education. The evidence for a causal link between clarity and learning is, however, unusually strong – with one important qualification.
The instructional communication literature has studied teacher clarity for decades. Two meta-analyses covering 144 reported effects and more than 73,000 participants found that teacher clarity accounts for approximately 13% of the variance in student learning (R2≈0.13), with a larger effect on affective than on cognitive learning (Titsworth et al., 2015). Experimental work has gone further and manipulated clarity directly: in a factorial experiment, clear instruction increased students’ test scores by over one letter grade on average (Bolkan, Goodboy and Myers, 2017).
The mechanism appears to be cognitive load. Students exposed to a clear lesson earned higher examination scores because they experienced reduced cognitive load (Serki and Bolkan, 2023), and clarity reduces extraneous load, which in turn influences students’ propensity to process material deeply (Bolkan, 2016). But the effect is conditional. Clear instruction did not raise test scores when students’ motivation to process the material was low (Bolkan, Goodboy and Kelsey, 2016), and the indirect benefit via reduced cognitive load appeared for students with lower emotional costs but not for those experiencing higher emotional costs (Bolkan, Goodboy and Serki, 2025). Clarity is necessary, not sufficient.
Two further findings sharpen the equity argument. Students who enter university less academically prepared benefit more from exposure to clear and organised instruction (Roksa et al., 2017). And students who report high instructional transparency also report a higher sense of belonging and greater academic confidence (Ojha et al., 2024).

There is a further, less-discussed consequence: unclear briefs distort how students write. De Krom found that students sometimes deliberately used vague language, hoping instructors would read evasive writing as sufficiently precise, and that some padded their work with material that was not quite to the point, fearing that concision would be read as laziness (De Krom, 2022). Ambiguity in the brief propagates into ambiguity in the submission – a hedging strategy that is entirely rational when the target is invisible.
Finally, unclear briefs generate formal disputes. The Office of the Independent Adjudicator’s casework “often highlights the importance of providing clear, accurate and timely information to students”. In one 2025 case, the OIA partly upheld a complaint where a provider had itself accepted that a future version of an assessment “should explicitly state that students should use different examples in their answers”, and recommended that the provider apologise to the student for the lack of clarity in the assessment instructions (OIA, 2025).
The evidence base is stronger in some places than others, and it is worth being precise about where.
- The strong causal evidence is about oral clarity, not briefs. The meta-analyses and experiments concern instructor clarity in teaching, not the clarity of written coursework briefs. Extrapolating from one to the other is reasonable but not proven; the near-absence of experiments that manipulate written brief clarity and measure learning outcomes is the most striking gap in the field.
- The brief-specific literature is largely qualitative or framework-proposing. The 5 Cs framework offers practical guidance but has not been empirically tested at scale (Walsh and Knight, 2025). Medina’s twelve qualities are derived from textbooks, professional practice and design competitions rather than controlled studies (Medina, 2019).
- Most studies rely on self-report. Students are asked whether a brief was clear rather than tested on whether they understood it. The authors of the leading meta-analyses themselves recommend a return to low-inference behavioural measurement (Titsworth et al., 2015), and measurement validity concerns persist even in widely cited clarity studies (Violanti et al., 2018).
- The transparency evidence is observational. The large-scale survey linking transparency to belonging and confidence is correlational, not experimental (Ojha et al., 2024).
- Perception-gap studies rarely include interventions. The gap is documented from chemistry to medicine to design, but few studies attempt to close it and then measure downstream effects on attainment.
The awkward complication: perfect clarity is neither possible nor desirable
Here the literature turns on itself, and any honest treatment has to follow it.
If criteria are inherently indeterminate (Sadler, 2009), then a brief that promises complete specification is making a promise it cannot keep. Worse, the attempt can be counterproductive. O’Donovan, Price and Rust warn that we “must refrain from the temptation to give yet more and more explanatory detail and guidelines … lest the whole edifice crumbles under its own weight and is replaced with a stark realisation that no meaningful knowledge has been transferred in the unwieldy process” (O’Donovan, Price and Rust, 2004).
There is also the matter of what assessment is for. In creative and design disciplines especially, briefs should balance clarity with ambiguity, being intentionally unspecific in order to support multiple legitimate student interpretations. Medina’s synthesis is worth quoting in its conclusions: students prefer a more articulated and structured problem definition than educators tend to provide; too much information limits the quality of creative response, yet some information is essential; and there is no “perfect brief” – merit depends on fitness for the learning environment and the characteristics of the actors involved (Medina, 2019).
Bearman and Ajjawi push the argument furthest, proposing that we stop thinking of rubrics and criteria as transparent windows onto standards and start thinking of them as invitations into a community of judgement (Bearman and Ajjawi, 2021). On this view, the goal is not a document so complete that no interpretation is required, but a document that inducts students into the interpretive practices of the discipline.
The resolution the field is converging on is therefore not “more words” but clearer words plus structured dialogue. Which is precisely what the leading frameworks propose.
Frameworks and practices that help
The 5 Cs framework
Developed out of doctoral research in Ireland and the UK, the 5 Cs framework requires an assignment brief to be:
- Clear – unambiguous about task, purpose, audience, genre and standards;
- Consistent – internally coherent, and aligned with the module’s other documents and with related briefs elsewhere on the programme;
- Concise – free of extraneous material that competes for finite cognitive capacity;
- Comprehensive – containing everything a student actually needs, including the things staff assume are obvious;
- Conversation – accompanied by designed opportunities for staff and students to talk about the brief, promoting critical engagement with disciplinary, academic and institutional norms and supporting the internalisation of valued tacit knowledge (Walsh and Knight, 2025).
The fifth C is the load-bearing one. Clear, consistent, concise and comprehensive are properties of a text; conversation is a property of a practice. Given everything above about tacit knowledge and indeterminate criteria, no amount of textual improvement substitutes for talking about the brief. As Walsh and Knight put it, the student “has to invent their own response, but without clear and unambiguous guidance, they cannot be expected to do so successfully”.
Transparency templates
The best-evidenced structural intervention is disarmingly simple: state the assignment’s purpose, task and criteria explicitly and separately. Purpose answers “why am I doing this and what skills will it build?”; task answers “what exactly do I do, in what steps?”; criteria answer “what will excellent work look like?”. Students reporting high transparency along these lines also report higher belonging and academic confidence, with the largest apparent benefits for students from historically underrepresented groups (Ojha et al., 2024).
Dialogic and socialisation practices
Because standards reside partly in unarticulated form, they are typically “transferred expert to novice by joint participation in evaluative activity”. The practical repertoire includes:
- Exemplars – annotated samples of work at different standards, discussed rather than merely distributed;
- Marking exercises – students grade sample work against the real criteria, then compare their judgements with the tutor’s;
- Criteria co-construction – students help translate criteria into module-specific language;
- Brief-interrogation seminars – timetabled sessions in which the class collectively unpacks the brief;
- Feedback framed against the brief, so that the language of the criteria becomes progressively meaningful over time (O’Donovan, Price and Rust, 2004).
Notably, these are exactly the activities that UK assessment policy documents have been found not to promote (Gonsalves and Lin, 2023).
Eliciting staff tacit knowledge
If the problem originates in staff tacit knowledge, part of the solution is professional development that surfaces it. The genre- and metacognition-based approach used by McGrath, Negretti and Nicholls gave lecturers “an accessible framework to articulate and reflect upon their knowledge of disciplinary literacy”, and made visible the mismatches between what they taught and what they expected (McGrath, Negretti and Nicholls, 2019). Peer review of briefs – a colleague from outside the subject reading the brief cold and reporting what they think is being asked – is a cheap and revealing version of the same idea.
Working in design studio education, Medina articulated twelve qualities that shape student briefs, intended to help educators name, evaluate and present briefs more explicitly rather than by inherited habit. They include dimensions such as staging (how the brief unfolds over time), interpretation (how much latitude students have to define the problem), prescription (how tightly the response is constrained), information (how much content is supplied), and affective dimensions (how the brief motivates or intimidates) (Medina, 2019).
The value of such a vocabulary is diagnostic. “This brief is unclear” is difficult to act on; “this brief is over-prescriptive on format and under-specified on interpretation, and provides no staging” is actionable. Medina’s broader conclusion – that there is no perfect brief, only fitness for a particular learning environment and set of actors – is a useful antidote to checklist thinking, and it applies well beyond design.
A practical checklist for students reading a brief
Because briefs will remain imperfect, assessment literacy is a skill worth cultivating deliberately. Before starting work, try to answer the following in writing. Anything you cannot answer is a question for your tutor – and asking it is not an admission of weakness but exactly the “conversation” that good practice recommends.
- What is the genre, precisely? Not “an essay” but: what structure, what voice, what use of headings, what relationship to sources? Ask for an exemplar.
- What does the main task verb mean here? Get a module-specific gloss on “critically evaluate”, “analyse”, “reflect” or “discuss”. These vary between subjects.
- What is the purpose? Which learning outcomes does this task assess, and what capability is it building?
- Where does the marking weight sit? If criteria are weighted, check that your planned effort matches the weighting rather than your own interests.
- What does the top band actually require? Ask what distinguishes a 2:1 from a first in this task, ideally with reference to a sample.
- What is out of scope? Explicit permission not to do something is as valuable as an instruction.
- What are the AI rules for this specific assessment? Do not generalise from another module. If you cannot find the rules, ask (University of Nottingham, 2025).
- Are there internal contradictions? Word counts that conflict with the number of required sections, or criteria that reference content the task does not require, are common and worth flagging early.
- Who else reads it the way I do? Comparing interpretations with two or three peers is the fastest diagnostic available.
- If it still feels overwhelming, say so. Confusion about a brief is a documented, widespread phenomenon, not a personal deficiency – and locating the difficulty entirely within yourself is precisely the response the research warns against (Walsh and Knight, 2025).
What we still do not know
Three gaps stand out, and they should temper any confident claim in this area.
First, nobody has properly tested whether improving written briefs improves learning. The strong causal evidence for clarity comes from studies of oral instruction (Bolkan, Goodboy and Myers, 2017; Serki and Bolkan, 2023). Experimental manipulation of brief clarity, with measured effects on comprehension and attainment, is close to absent.
Second, the frameworks are untested at scale. The 5 Cs and purpose–task–criteria templates are plausible, theoretically grounded and popular, but the replication evidence is thin (Walsh and Knight, 2025; Ojha et al., 2024).
Third, disciplinary variation is largely unmapped. Disciplinary cultures shape both tacit expectations and teaching practice (Neumann, 2001), yet systematic cross-disciplinary comparison of brief clarity has barely begun. Research on how assessment criteria in briefs interact with students’ creative processes is explicitly described as scarce, and the lexical and semantic qualities of briefs have only recently begun to be characterised (Medina, 2019).
Both the 5 Cs and the design-brief literatures converge on the same recommendation: an empirical, multi-method research agenda examining how the qualities of briefs affect learning outcomes, engagement and achievement.
Conclusion
So: how clear are university coursework briefs? Clearer than a decade ago, and improving measurably year on year – 81% of UK finalists in 2026 said their marking criteria were clear, up three points in twelve months. But the residual is neither small nor randomly distributed. Roughly one student in five is not persuaded, and those least likely to be persuaded are disproportionately the students with the least prior familiarity with academic conventions: first-generation students, disabled students, students entering with lower qualifications.
The causes are not primarily carelessness. They are the tacitness of disciplinary expertise, the intrinsic indeterminacy of criteria, an under-theorised genre transmitted by imitation, institutional policies that equate transparency with publication, and a persistent tendency to add words rather than remove obstacles. And the consequences are real: higher cognitive load, lower marks, more anxiety, hedged and padded writing, formal appeals, and – most corrosively – students who conclude that the fault lies in them.
The most defensible position is neither “briefs are fine” nor “briefs must be made perfectly explicit”. It is that a brief should be as clear, consistent, concise and comprehensive as the task allows, and that it should be surrounded by structured conversation, exemplars and shared evaluative practice that carry the part of the message no document can carry alone. Students have to invent their own responses to assessed tasks. Without clear guidance and genuine dialogue, they cannot reasonably be expected to invent successfully.
