The basic idea of Grid computing is that the computers are connected as a grid and the software running in the grid gives more priority to local users, but when they become idle these computers are used over the grid. Limited packages might benefit consumers. But network owner should not be able to bar services that allow competitive package offerings. For example, preferential caching by the network for an affiliated content provider might be o.k., but barring access for a 3rd party provider of caching services should raise concerns
