This paper aims to provide a general view of laws and policies on abortion around the world, giving numerous country-based examples. It explains that the complex laws and limitations surrounding abortion do not make any legal sense. What makes abortions safe is when it is universally affordable and accessible to women. From this perspective, there are few existing laws that are fit for this purpose. However, the road to change those laws is long and difficult. To achieve safe abortion, advocates need to study the political health system, legal, juridical, and socio-cultural realities surrounding existing law and policy in their countries. The biggest challenge is to decide what is needed to achieve to legal abortion and work together with legal experts, parliamentarians, health professionals, and women to change the law, so that anyone with an unwanted pregnancy who seeks an abortion can have it, as early as possible and as late as necessary.

Ending unsafe abortion is an essential and vital public-health and human-right. As with other visible global-health issues, unsafe abortion threatens women's lives throughout developing countries, which account for nearly all unsafe abortions. About 19–20 million abortions are done illegally by people, who do not have the essential skills, or in environments below minimum medical standards, or both. Nearly 68,000 women die as a result, and million's experience complications, which can result in permanent damage. Primary causes of death include bleeding, virus, and poisoning. The legalization of abortion is necessary, but an inadequate step toward increasing women's health. In some countries, such as India, where abortion has been legal for decades, access to enough care remains limited because of other restrictions. Safe and legal abortion should be a basic right for women, regardless of where they live.
