Purpose and Needs Analysis

The purpose of this policy is to provide a safe and healthy working and learning environment for its staff, students and visitors by;

* managing and maintaining a work environment where risks to health are minimal.

* promoting awareness and protection against these hazards at the workplace

* protecting the staff, students and visitors from any dangers in the case of emergency or crisis,

* ensuring orderly and complete evacuation of building whenever an emergency or crisis occurs,

* familiarizing the staff and students on what to do in case of fire and

* providing training as necessary to staff appropriate to their duties and responsibilities.

Scope of Application

The policy applies to staff, students and visitors at Al Musanna College of Technology by complying with the procedures of this policy to ensure their safety and protection while inside the premises of the college.

Health and safety is everyone's responsibility. The Administration Department has the overall responsibility for the implementation of the health, safety and environmental policies and its effective implementation requires the involvement and commitment of ACT staff at all levels.

The evacuation plan is in coordination with the Civil Defense Department and is supervised by the Administration department. Fire risk assessment is regularly reviewed and fire evacuation procedures will be practiced at least twice annually. Appointed staff from departments and centers shall undergo training on fire fighting which are intended as a first line of protection to cope with fires at initial stage.

Policy Statement

The Al Musanna College of Technology is committed to giving its priority to health and in all its activities and is concerned with the health and safety of its staff and students while inside the college premises. It takes its duties on safety seriously by providing a safe working and learning environment.

The staff and students should understand and be responsible that they do not place themselves or others at risks of harm. They should comply and follow safety procedures introduced by the college to protect their safety and well being.

The evacuation plan and procedure has been designed to ensure the quick and effective evacuation of all staff, students and visitors during an emergency.

All areas of the departments and centers especially in the workshops and laboratories of the college must be equipped with first aid kits for the staff but it may also be accessed by students for emergency cases. Signage is placed in many designated areas of the college where it is most visible to ensure staff and students are aware of any potential hazards or risks in the workshops and laboratories.

The college has two clinics that provided treatment for male and female separately. The staff may also avail the services of the clinic for emergency case only and later may go to the nearest polyclinic.

Procedures:

1. General Building Evacuation Procedure

Responsibility: Administration Department

1. Staff and students are expected to cooperate during evacuation procedures in the event of an emergency.

2. Staff must direct students to leave the building through the nearest building exit when they hear the emergency alarm or being notified of an emergency.

3. Staff and students must evacuate immediately and proceed to the assembly point where they will be accounted for, and other people needing assistance to evacuate are also attended to.

4. If the designated assembly point is blocked due to emergency, proceed to the allocated alternative assembly point that has been decided by the college authority.

5. Unaccounted or missing persons must be informed to the proper person immediately.

6. Staff, students and visitors must remain at the designated assembly point until the all- clear signal has been given by the emergency officials or the administration personnel.

2. In the event of Fire Procedure

1. If a fire is confirmed or discover, raise the alarm immediately.

2. Break the glass of the nearest location of the fire extinguisher.

3. Inform Civil Defense on 999.

4. a. Shutdown emergency switches, operations of all machine, equipment and other electrical devices.

5. Do not put yourself at risk. Leave the place if you are not capable of using the fire

3. Electrical Hazards Procedure

1. For any electrical problems such as faulty wiring, electric shock, flickering lights, busted electrical fixtures (switch, lights, lamps etc.), they should be addressed immediately to the College Maintenance Department.

2. A maintenance form which is available in the portal is filled by a staff requesting for action.

3. The staff forwards the request form to the Administration department for action.

4. The Administration department send the request to the facility engineers who assign technicians to check the problem.

5. For request requiring urgent action, the staff may call extension 311 or 304 before filling in the required form. During weekends, holidays and after working hours, the staff may call extension 301 for immediate assistance.

4. First Aid Kits

1. First aid kits should be provided and prominently displayed and easily recognized. It should not be locked.

2. Any accidents must be reported immediately to the Head of Departments or Center or Head of Sections.

3. Details of first aid treatment should be recorded in the logbook.
