Central african republic

Central African Republic is primarily known for three problem areas. The first area that is a problem for the citizens of Central African Republic is Crime. The second common issue would be disease. The last problem for this country is their environment.

Crime is one of the biggest threats to the common day Central African Republic. Most of the gangs stay around the outlying residential areas and they are armed with weapons. During the months of December through May, it's very common to see highway robberies in the rural parts of C.A.R. Due to the shortage of funds and police vehicles, if a victim is in need of a police officer they have to pay to send a car to pick up the police. The gangs and rebels have so much power and force that in 2003, they were able to capital and seize the Bangui government (Winslow, 2010).

If the courts systems could tighten up their laws and rulings, it is likely that the crime rate would decrease. The current court system is on an independent judiciary; however, executive interference is common. Like the United States Central African Republic has different levels of court systems; the lower courts hear and try the criminal cases. Due to the lack of funds, the Criminal Court met once for duration of 2 months with in a years time frame. Since the courts can not meet as often as necessary the courts logs are backed up, and barely functioning. Due to the lack of funds, criminals are not punished for crimes, and the sense of repercussions none exists in this country. If the government could possibly raise more money to strengthen the court system, it would help do decrease crime (Winslow, 2010).

The most common source of crime would be Domestic Violence against women. The courts see this act of crime as a “Civil” matter and try very few cases. Even though it is considered Civil, it is still a crime and against the law. If this crime were to be taken more seriously, the rights of women could turn for the better (Winslow, 2010).

Trafficking In Persons is not prohibited in Central African Republic. There is a clause that does state that traffickers can be prosecuted if certain criteria are met. If slavery, labor code violations, prostitution, and mandatory school age laws are broken, prepare to be punished if caught. The most common source of trafficking is children being brought in by Nigeria, Chad, and Sudan. The Children are being used for Servants, Helpers, and workers. The caretakers of these children are breaking the Mandatory School Age law; however, nothing is done due to lack of evidence (Winslow,2010).

The Second issue for this country is diseases. An article in World health Organization, The Ministry of Health confirmed a case of yellow fever. This would be the second outbreak reported for the Central African Republic in 2008. During the Ministry study, the team evaluated 34 individuals who thought they had the disease. Out of the 34 only four had the symptoms of the fever or jaundice, while the other 30 were asymptomatic. Due to the severity of the disease the Ministry of Health requested vaccines for Yellow Fever (World Health Organization, 2010)

One of the major diseases in Central African Republic is Malaria. Malaria is the cause of over 40% outpatient visits and 45% deaths in public health facilities. Many organizations including the WHO, UNICEF and the European union are committed to fight the disease (Central African Republic, 2005).

Since the first outbreak of the HIV disease in the 1980's, the disease has been steadily increasing. Central African Republic has a total population of 3.9 million of that figure 300,000 has HIV/AIDS. A study conducted by the National AIDS Control Committee, the average prevalence rate among adults was 15%. In 2003 23,000 children and adults lost their lives to AIDS, and 110,000 children lost one or both of their parents to the disease. The group that is most vulnerable to the disease would be young people ages 15-35. Young women 15-24 are especially high risk. Central African Republic did develop counseling and testing program for HIV/AIDS. With the program the government can monitor the usage of Antiretroviral therapy and administer it free of charge. The World Health Organization reported in 2008 the following confirmed cases:

The Current environment conditions of the Central African Republic are declining. The numbers of threatened species in 2008 were 28. Some of the threatened species include mostly mammals, birds, and a few plants. The percentage of forested area was 36.5% (UNdata, 2010) The current issue for this country is tap water is not potable and poaching has diminished the country's wildlife. Central African Republic was once known as one of the greatest wildlife refuges, desertification and deforestation. The climate is usually hot, dry, and dusty; as well as flooding. The International agreements that Central African Republic are a party to is Ozone Layer Protection,, Biodiversity, Hazardous Wastes, Climate Change, Endangered Species, Tropical Timer 94, Desertification, Wetlands, and Climate Change-Kyoto Protocol. The signed but not ratified agreement is Law of the Sea. Most of the terrain in the C.A.R is flat and rolling with monotonous plateaus (C.I.A, 2010).

In conclusion, the Central African Republic has a lot of issues that need to be addressed. The government really needs to step in and help get this country back on track. The crime in this country is uncontrollable due to the lack of court structure and punishment. The diseases are spreading more rapidly as well. With the small funding the government allocates to health care, diseases and other ailments will continue to climb. The last issue was the environment. Africa use to be one of the most beautiful countries, ruined by poachers and the uncontrollable climate. With some hard work and planning Central African Republic can once again flourish and be healthy.
