Similarly, Mont and Leire (2009) pointed out the difficulties in influencing beyond the first tier suppliers in the supply chain as much as the high cost of switching suppliers and the ineffectiveness of legislation enforcement on suppliers in various countries act as other barriers for companies to engage in green supply chain. Writers, Min and Galle (2001) argue that the use of tough regulations and legislations to influence the stricter environmental quality standards of materials can also reduce the pool of qualified suppliers. Even though Hervani et al (2005) agrees to the latter, they however argue that the factors cut across all organisations whether large, medium or small.
In the case of leadership, Heymans (2002) identifies poor leadership in some organisations as a major barrier against the implementation of green practices and strategies. The successful implementation of green supply chain is centred on the human resource. Thus implementation of green practices should start from the top management (Daily and Huang, 2001). Similarly, Del Brio et al. (2008) recognised lack of motivation which is not embedded into the culture of some companies as a hindrance for companies to introduce environmental practices. Hevani et al. (2005) also mentioned the organisation's management structure as a barrier to green supply chain management expecially when there is lack of knowledge and training for the managers ans lack of relationships with stakeholders. These factors emanate when green or environmental issues are not integrated into the companies purchasing decisions.
