THE ROLE OF GOVERNMENT
A government can be defined as a body or unit which exercises authority, administers or formulates laws and takes the appropriate control or regulation of every thing within its jurisdiction or area of operation. It can also be defined as the polity system in a certain state or nation. There are various structures of a government. There are those governments which have a parliamentary system and those which have a presidential system of government. Other governments are run by monarchs where the system of governance is monarchical. In such as case, leadership is inheritable. Other areas have the traditional form of governance though such forms of governments are very rare in the modern world but they still exist.
The most common types of governments are those which are run on a parliamentary system. In such government systems, the structure of the government is in such a way that the government is made or composed of three major units or organs which are usually the judiciary, legislature which is the parliament and the executive which includes the president and the cabinet among other top officials in such a system of governance. All these types of governments have similar roles despite their differences in structures. The roles are similar in almost every where around the globe. The following is an overview of the roles of governments.
One of the major roles of any government is to make sure that there are laws which govern the running of the government or country. These laws are usually contained in the constitution of that particular country. Some countries have constitutions which are written while others have unwritten constitutions. In most cases, the laws are made by the parliament where each law undergoes certain very important stages where it is adequately discussed before it is passed (Will & Goldwater, 2007. p. 8). This process ensures that the laws are thoroughly discussed and debated by the members of parliament. The members usually get views from different sources including the public to make sure that the laws which they pass are the right ones and follow the proper ethics without fear and favor to any one.
After the laws are approved by these members of parliament, they are therefore taken to the president so that he or she can give his or her assent to the bill before it is applied as a law and so the law is formulated using a very well defined procedure where proper ethics are actually followed. These laws really help a lot in directing or in governing a country. They clearly define every thing within the jurisdiction of a country. They cover social, economical and political issues in a country or in a state. Generally, the laws in every country are made to ensure that there is order in the society hence facilitating the social well being of people in that country.
Another role of the government is to ensure that the laws which are set are adequately followed. This duty of making sure that the laws of the state are followed is usually assigned to the bodies of the government which enforce laws or the law enforcement units of the government (Mydlarz & Hutton, 2001. p. 16). The judiciary is or has the obligation of ensuring that there is proper justice system in a country or state. Those who are found breaking the law and disrupting the order and peace in the society are arrested by the police or the various law enforcement agencies and taken to the court where there are judged according to the laws governing the offenses which they commit. The judiciary unit of the government ensures that there is justice in a country. Proper judicial system in a country helps a lot in maintaining justice in a country. The government has also the obligation of maintaining justice in a country. Proper ethics are followed in the maintenance of the justice in a country and these ethical requirements help in ensuring that there is order and stability in any country.
The government has the responsibility or the role of ensuring that its citizens are protected. The government satisfies this role by making sure the agencies which are responsible for protecting the citizens do their job very well. These agencies include the police who are assigned the duty of ensuring that the citizens are adequately protected and that there is enough or adequate security in a country. This security ensures or guarantees the safety of the citizens and also their property which in turn facilitates the activities in that country since security is one of the necessities for any country to develop economically, politically and more socially. Most governments have come up with various departments to deal with various diverse security issues and all this has been in an attempt to ensure that the citizens and property is protected. Acts of terrorism have been on the increase in the modern or the contemporary society and these acts related to terrorism have made many of many governments to strengthen their security systems. A good example of this is the government of the US which has the Department of Homeland Security which is responsible for ensuring that the American citizens are protected from such acts of terrorism.
Another role of the government is to ensure that there are proper social amenities in the country. The government is responsible for ensuring that the there is proper and adequate education facilities in a country. It performs this role by building up enough schools and encouraging investors to highly invest in education. To facilitate the quality of education, the government comes up with various curriculums of education which govern the system of education in that country. Education is the key to development and therefore government is responsible for ensuring that there is adequate and high quality education in a country. Proper education in any country helps a lot in facilitating the social well being in any country.
The government is also responsible for ensuring that there are proper health facilities in its jurisdiction. The government performs this role by ensuring that there are enough hospitals and doctors or medical practioneers in that country and this helps in facilitating the health of its citizens which in turn facilitates the social and economic well being of the citizens in that country. The government is also responsible for ensuring that proper ethics are followed in the provision of these health facilities to ensure that there are no occurrences of damagers which are related to improper health practices. The government also has the role of ensuring that there is proper infrastructure in a country. This proper infrastructure includes proper roads in the country so as to facilitate transport in that country.
Transport is one of the keys to development and so the government provides proper roads to facilitate transport which in turn helps in promoting the economy of that country. Proper infrastructure also includes proper communication facilities. The government is responsible for provision of these communication facilities either directly or indirectly. Indirectly through encouraging investors to invest in the communication sector and this proper communication helps improving the social well being of a country's citizens. Proper communication further helps in making people or the citizens of that particular country to communicate with all people all over the world which helps in promoting the social status and well being of the citizens. Infrastructure also involves adequate availability of electricity. Electricity is very necessary in a country because it helps in promoting social and economic development. Proper ethics should highly be considered or followed when the government is distributing these resources so as to ensure that there is an equality or fairness in the distribution of the resources by the government.
The government also has the responsibility or role of ensuring that the citizens of a country are having good living conditions this is done by ensuring that there is proper housing in a country and this helps ion improving the living conditions of the citizens in that country. Almost all the governments all over the globe aim at eradicating slums in a country or informal settlements and many of them have come up with very many strategies of eradicating the informal settlements. When the living conditions are improved by the government, the quality of life is also improved hence improving the social well being of its citizens.
The government also has the role of providing employment activities/facilities in a country. The government has very many departments which help or facilitate the running of the government or the activities of the government. The government is responsible for providing these employment facilities to its citizens either directly or indirectly (The United States Department of Labor, 2006. p. 327). It can either offer job positions to its citizens or encourage investors to invest in a country so as to provide employment facilities to its citizens and this will really help in improving the living standards of its citizens. The government encourages local investment or investments in a country through giving incentives to potential investors which include giving free land to the potential investors and cutting their taxes among other incentives and this helps a lot in facilitating or motivating the investors to invest in a country.
The government also has a role of ensuring that there is efficient food security in a country. If a nation or country does not have food, therefore it definitely going to be negatively affected in that the living condition of the citizens of the country will be affected negatively and this will further affect their social life. Inadequacy of foods in any country may result to food crisis in that country and so to ensure that there is enough food in any country, the government comes up with various measures and strategies to ensure that its citizens have enough food and this further helps a lot in facilitating the quality of life. These strategies may include provision of various agricultural advices to farmers so as to improve food production. To help in providing enough food, the government can also purchase food from outside the country and store it in its silos or stores so as to act as a reserve which can be used during times of food shortages.
The government also has the role of proving or advising its citizens on various issues regarding certain aspects for example, advising its citizens on issues related to investments, education and health among other things. The government can give this advice either directly or indirectly. Through this advice, the citizens of a country are able to make very good decisions regarding such and related issues and this helps a lot in facilitating development in a country (Stanley, 2000. p. 153). This development can be social or even economical development. The advice acts as guidelines to citizens and this helps in eliminating issues which are related to bad decisions as a result of lack of adequate information.
The government also has the role of protecting the sovereignty of a country and this sovereignty protection helps in ensuring that there are no interferences to the government from outside or from foreign countries. This helps in making sure that the government is respected. A relationship of a government with other governments is usually very important because it helps in promoting trade and tourism between those countries. Some countries are rich in some resources while others are not rich in these resources and therefore a good relationship between two countries is very important. Though the relation is good, proper ethics should be followed or used to ensure that there is no unfairness between the involved countries. For a country to protect its sovereignty, it should have certain ethical guideline and strategies and so through this, it will be able to gain respect from other countries hence protecting its sovereignty.
The government also has the role of ensuring that its citizens are given their rights and freedoms. These rights and freedoms in most cases include the right to life, freedom of worship and religion and the freedom of speech or expression among others and all this help in promoting the principles of democracy in a country (Claflin, 2008. p. 109). Every citizen has his own or her own rights which should not be interfered with by any body and so the government has the responsibility of ensuring or making sure that all the rights and also the freedoms of the citizens are adequately enjoyed by them without any interferences from any one and this helps in making the citizens feel part of the government and feel proud to be the citizens of that country.
The government in any society has very important roles and responsibilities which are almost similar in every society. One of the important roles of any government is to make sure that there are laws which govern the operations of the government. These laws are usually contained in the constitution of that country and they help in the process of governance. These laws facilitate proper governance. Another role of the government is to ensure that the laws which are set are adequately adhered to. This duty of making sure that the laws of the state are followed is usually assigned to law enforcement bodies of the government. The government also has the responsibility or the role of ensuring that its citizens are protected. The government satisfies this role by making sure the agencies which are responsible for protecting the citizens do their job very well. The government also has the role of providing employment activities/facilities in a country. The government ensures that the citizens of a country are having good living conditions. Also, the government has the role of ensuring that its citizens are given their rights and freedoms and all these among others constitute to the roles of the government in almost every part of the globe.
