This dissertation, however, does not intend to summarise or search for a universal definition of the resource dependence as a constituent of the theory of realism. Neither, it attempts to exhibit that every conflict may be construed by the resource dependence theory. Instead, through the application of resource dependence theory, it illuminates the nature of issues in the American foreign oil policy in the Middle East. The United States Senator Richard Lugar argued that, "this is why the new energy realists believe that a laissez-faire energy policy based solely on market evolution is a naive posture- especially when most of the world's oil and natural gas is not controlled by market forces" (Lugar 2006). None of the parties are interested to benefit the other, instead, both are doing everything at their disposal to enhance their own interests. Thus, the international oil trade is driven by the spirit of Morgenthau's animus dominandi and not by laissez faire (Jackson and Sorensen 1999 p.68).
Another realist feature evident in the business of natural resources is that once established changes in the conditions of trade benefit one party, consequently disadvantaging the other. This occurs not necessarily out of a pursuit to harm one's interest but to increase its own wealth. The nature of the resource trade is construed in a way where the alteration of the existing price structures advantages one while harming the other [pagristi]. In other words, the rise in the price of a resource will advantage the producer, while higher prices of it will disadvantage consumer. Therefore, a resource trade is better than no trade, however, it is a zero-sum game where one's gain is the other's loss.
The paradox of oil is that with the enormous value that it brings to the humanity it also imports many inherent problems. From the perspective of realism, where there is wealth- there is a struggle. The stronger state will always try to take advantage of the weaker ones and to increase its share of wealth. Whilst, the weaker ones will try to balance against the stronger and form an alliance in order to increase their wealth, and consequently reduce the possessions of the adversary (Morgenthau 1963). The dogma of realism in this case perfectly reflects the history of the American foreign oil policies in the Middle East. In the beginning unrivalled hegemonic power with the cutting-edge technology and political involvement was exploiting the Persian Gulf oil producers (Tugendhat and Hamilton 1975). Once they realised the power entrapped in the product of oil and obtained modern knowledge of the conduct of the international business, they formed an alliance- the OPEC, to balance against the hegemonic power (Tugendhat and Hamilton 1975). Ever since, the two got involved in the eternal struggle for higher share of wealth and profits. The balance of power was altered irreversibly in the advantage of the OPEC cartel. The alliance turned out to be more successful than any Middle Eastern oil producing country could have ever envisioned. Even though, liberal trade supposed to be a win-win game (Smith 1775), on several occasions it caused the United States to lose. Consequently, on the 16th of February, 1943, President Roosevelt announced that "the defence of Saudi Arabia is vital to the defence of the United States" (Klare 2004 p.33). Furthermore, a couple of days after the Yalta Conference with Winston Churchill and Joseph Stalin, on the 14th of February, 1945, the United States President flew to Egypt, where he met with King Ibn Saud of Saudi Arabia (Hadar and Preble 2004 p.562). The new era was marked by seemingly simplistic form of indirect trade. Both sides were satisfied to acquire goods and services that were central to the interest of their own states. Hence, it was presumed that if the American oil companies hold a stronger footing internationally, it will benefit the overall economy of the state. This is not to argue that industry and the US government always shared a common interest, nor even the American oil industry did. However, David Painter has accurately summarised this private-public partnership in foreign oil policies, "even though private interests rather than government agencies were given primary responsibility for implementing US foreign oil policy, the US government was nevertheless deeply involved in maintaining an international environment in which private companies could operate with security and profit (Klare 2004 p.35). These were the times when countries fought for their influence around the world and the American government always had to ensure the access for its oil companies to oil abundant regions. This state of affairs continued to be beneficial until the 1973-74 oil embargo and contributed to the American preponderance. However, since the new balance of power has been struck by the OPEC cartel, the US has been suffering severe consequences of oil dependence. Catherine Gautier noted that previous six global recessions were all preceded by a sharp increase in oil prices (2008 p.126). Moreover, the overall costs of maintaining the supply of oil overweighs the cost of all imports coming from the Middle East [citata, lentele]. Therefore, contemporary foreign oil policies of the United States seem to reflect the irrationality of decision making, where the benefits are by far lower than investment.
Oil is one of the most versatile resources on the face of the earth (Klare 2004 p.7) and the US has always been concerned about the expansion of its supply (Randall 2005). President Reagan declared taht "there is no way that we would stand by and see [Saudi Arabia] taken over by anyone who would shut off the oil" (Klare 2004 p.48). The stance of the US government has not changed significantly. Under Secretary of Defence, Paul Wolfowitz, in a top secret policy report for Defence Planning Guidance for fiscal years 1994-99, which later leaked to press argued, "in the Middle East and South-West Asia, our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region's oil" (Klare 2004 p.68). The region of the Middle East would have never acquired such an attention on the international arena if it was not for oil (Le Billon 2003). The conflicts and issues within this region would be dismissed as some other conflicts are dismissed when no major power is interested in or influenced by them. The cornerstone of the Middle Eastern wealth is oil. Petroleum products constitute 90-95% of the Saudi Arabian export revenues, 80% of the Iranian exports and 95% of Kuwait's revenues (Le Billon 2003 p.12).
The decision-makers in the United States failed to recognise that the origins of the American-Middle East relations have been significantly altered by the 1973-74 'oil revolution'. Oil has been a commodity, which is sold and bought on the international markets, diminishing the significance of the bilateral agreements between the individual countries. The United States might be the only country that receives direct subsidies from the oil producing state in exchange for the military assistance. The House of Saud provides up to $1 subsidies to the US in order to preserve the security of the state (Le Billon 2003 p.26). Thus, military presence in the region remains a constituent of trade. Paradoxically this contributes to the increasing anti-American sentiment in the Middle East (Hadar and Preble 2004 p.563). Furthermore, no subsidies can provide for the US military expenditure or aid, which is higher than the total value of the Middle Eastern oil imports [give a graph]. The wealth of the petroleum producing states accumulated by the decades of incessant exports can now be utilised to ensure the domestic security and uninterrupted supply of oil from the internal or external disruptions. This would enable the United States to substantially reduce its military presence in the region. Therefore, it is evident that the current conduct of affairs requires a reform, as the strategy that ensured success of the policies in the epoch of cheap oil lost its significance in the 1980s.
Firstly, oil dependence from the Middle East required regular American intervention. Mere supply of money is not enough to acquire oil from the Gulf. It is self-sufficient in coal and almost self-sufficient in gas supplies, however, the United States is greatly dependent on oil imports, which amplified since 1990 to surpass 50 percent in 2005 (IEA 2007 p.16). The US at present imports 11.6 mbd, in other words, 59% of total consumption, in comparison with 23% in 1970 (Parry and Darmstadter 2003 p.3). Overwhelming amount of the United States oil imports come from the OPEC states - 47%, and approximately 50% of those imports come from the Persian Gulf, where Saudi Arabia stands at the forefront as the main exporter (Parry and Darmstadter 2003 p.3). Paul Leiby, when working for the US Department of Energy, projected that for the time period of 2006 to 2015 (see Table 2), the American imports as a portion of the OPEC exports will reach 36% (2007 p.23). Thus, Senator Lugar reasonably came to call energy as the "albatross of US national security" (Lugar 2006). The projections of global energy production patterns released in 2003 by the Department of Energy reveal that Iran, Iraq, Kuwait, Saudi Arabia, Qatar and the United Arab Emirates will have to double its output from 22.4 million barrels/day in 2001 to 45.2 million barrels/day in 2025 to meet rising international demand (Appendix Figure 7) (Klare 2004 p.64). This chapter presents factual data on the present condition of the oil dependence and demonstrates the largest oil consuming sectors, which lay at the heart of the oil dependence issue.
As President G.W. Bush noted in 2005, the US is facing a serious energy crisis (M.Klare 2004 p.15). There is a great deal of truth in this statement. In the 1950s the United States imported only 10 percent of oil it consumed, in the 1970s - 36 percent, whereas in 2006 imports reached 60 percent (Table 1) (IEA 2007 p.125). Thus, the US is the largest oil importer in the world, importing 12.4 mbd in 2006 (IEA 2007 P.125) From the table 1 it is evident that with the rising consumption and decreasing production United States is importing increasingly more and more oil. The International Energy Agency reports that the growth in demand for petroleum products until 2030, combined with anticipated decline in domestic production, will lead to an expanding dependence on the Middle Eastern oil imports (2007 p.125)
Demand for energy has grown by 22% between 1990 and 2005, and is forecasted by the IEA (International Energy Agency) that the velocity of growth will remain stable (2007 p.16). That means that the energy demand will expand by another 24%, between 2005 and 2020 (IEA 2007 p.16). Perry and Darmstadter forecast in their analysis of the American oil dependence, that increasing demand of oil in energy sector will result in burgeoning import levels from current 20.7 mbd to 30 mbd by 2025 (2003 p.6). Demand is rising in all of the sectors of the United States economy, but most significantly in the transport (Appendix Figure 3) and residential sectors (IEA 2007 p.16). If the trend of petroleum consumption in the transport sector will not be reversed, the United States will be exposed to a significant threat because of its dependence on imports, which mostly will come from the Middle East [citata]. According to the US Department of Energy, consumption of petroleum products will continue to expand, primarily because of the transportation sector, which in 2005 accounted for 75% of the entire consumption, in 2020 it will increase its share to about 82% (IEA 2007 p.125). While oil consumption in the utility sector decreased by 76%, in the commercial sector by 52% and in residential sector by 46.7% (Copulos 2003 p.3). International Energy Agency noted that the US oil consumption in the transportation sector is very high in comparison to other member states (IEA 2007 p.125).
These increases in consumption are caused by the growth and increased inefficiency of the American transportation sector. In 1900, there were about 8,000 vehicles registered in the US, twenty five years later the number rose to 17 million (Copulos 2003 p.3). However, the real growth in the American automobile industry was recorded after the World War II, in 1970 already there were 108 million privately owned light trucks and conventional cars registered in the United States, whereas today that number has grown to over 220 million (Copulos 2003 p.3) Now the United States per capita automobile ownership is approximately 47% higher than the average of the developed Western European countries (Copulos 2003 p.3) Furthermore, in 1978 light trucks amounted for only 9.8% of the total automobile convoy, but in 2001 they already comprised 46.7% of all registered vehicles in the US (Copulos 2003 p.4). The United States has been less efficient than other main energy consuming nations, such as Denmark, which was 76% more efficient. (Appendix Figure 2 and 4) (IEA 2007 p. 59). Energy efficiency levels in the US have been increasing since the 1990s and are predicted to grow in the period up to 2030s (IEA 2007 p. 59). Notwithstanding, the increase in the average petroleum consumed by an automobile, during the period between 1974 and 2001, from 12.9 mpg (miles per gallon) to 28.6 mpg, the benefits of this improvement were significantly countervailed by the burgeoning energy consumption and decreasing domestic oil production [citata su offset]. Therefore, it is now evident that the transportation sector has been the Achilles' heel in the American foreign oil policy.
In conclusion, this chapter has confirmed the notion that the United States energy sector is dependent on foreign oil imports, large share of which are coming from the Persian Gulf producers. Furthermore, it is evident that the most of the American oil dependence lays in the inefficient and growing transportation sector. Therefore Senator Lugar's statement may be paraphrased as follows: not the energy per se but the transportation sector is the albatross of the American economy. What is more, these negative and dangerous trends of the American foreign oil dependence do not seem to reverse, but in opposite, the amounts of imported oil are projected to gradually increase. Hence, the solution for the US oil dependence problem can be found in the transportation sector. One cannot solve this issue, unless transportation sector becomes more efficient or conventional petroleum products are substitutes by the alternative (gas) or renewable energy.
Strangle of the US Economy
This section argues that the current American foreign oil policies in the Middle East are exceptionally costly. The focus of this section is concentrated on the examinations of the premium of oil imports from the Persian Gulf. In addition to the ordinary oil price there are many other expenditure related to the Middle Eastern oil, including import disruptions, oil price spikes, military spending, domestic subsidies and the maintenance of petroleum reserves. It demonstrates the negative impacts that are brought by the American oil import dependence on the Middle East and offers viable solutions on how these impacts may be curtailed or diminished. The relationship between oil business and the overall economy is so complex and intermixed that it has been particularly challenging to measure the costs of American oil dependence (Parry and Darmstadter 2003 p.20). There has been a dispute over what constitutes the actual costs of the oil dependence and which portion of the expenditures may be allocated to the costs of dependence, as various programmes have multiple objectives. Therefore, this section concentrates on the most detailed and influential studies in the field. It is difficult to maintain a comprehensive economic independence in times of globalisation and this dissertation does not suggest isolation as the solution for the United States, but healthy reductions of oil consumption and Midlle Eastern imports instead.
The United States at present is locked into the path dependency of the increasing oil imports from the Middle East. Historically it had major investments in the region and in the 1972 alone the profits of the American oil companies in the Middle East accounted to more than $1,400 million a year (C.Issawi 1972 p.59). Whereas, in 1995 oil industry tax revenues alone generated approximately $1,331 million (Parry and Darmstadter p.8). These profits constitute a significant amount of revenues of the American economy [surask kiek revenues sudaro]. Moreover, the supplies of oil ensure the successful functioning of several sectors of the economy closely related to oil industry, such as refining, automobile production or travelling. Therefore, it is now evident that oil lays at the heart of the US economy and, therefore, the American government and business has been eager to maintain strong presence in the Middle East.
Milton Copulos has correctly noted that "in essence, petroleum imports constitute a hidden tax on every American" (2003 p.7). The general public might not be conscious of the real cost of oil imported from the Middle East. It is estimated that oil dependence costs to the US economy in 2008 will surpass $500 billion (Greene 2010 p.1614). While annual value of Persian Gulf imports amounted to less than $34 billion dollars (Table 3) (Delucchi and Murphy 2008 p.2256). Between $0.35 and $1.05 per gallon is spent to sustain military presence in the Persian Gulf (Delucchi and Murphy 2008 p.2263). These facts exhibit why oil cannot be regarded as just another commodity. This view, according to Milton Copulos, "fails to distinguish between events that are primarily economic in nature and those that have military significance" (Copulos 2003 p.12). Hence, the events in the Middle East involving military are unavoidably related to the petroleum industry and, therefore, to some extend must be included in the overall costs of expenditures. However, not all the military expenses are merely designed to maintain the uninterrupted supply of oil, Delucchi and Murphy suggest that the best estimate of the actual spending dedicated to direct protection of the Middle Eastern oil is $0.03-$0.15 per gallon of all gasoline used by the automobiles in the US (2008 p.2263). Hence, physical and human capital endowments into the Persian Gulf do not provide satisfactory returns and diminishes the US economic prosperity.
Paul Leiby in one of the most coherent studies of the oil dependence concluded that the complete economic cost of oil imports into the US includes three constituents additionally to the price of oil itself (2007 p.10). These include: (1) higher costs for oil ensuing from the U.S. import demand on the world's oil and the OPEC market power; (2) the threat of sudden economic disruptions and consequent decrease in the American economic output; and (3) costs of contemporary policies designed to enhance the oil security in the Middle East (Leiby 2007 p.10). The extraordinary feature of this particular commodity is that these indirect costs are not included in the total costs of oil by producers or consumers (Leiby 2007 p.10). The annual defence spending alone is greater than the annual value of the Persian Gulf imports (Table 3). If these expenditures are included in the conventional calculations of the price of oil imports coming from the Middle East, no longer the expanding oil imports from that region appear satisfactory or beneficial (Table 1.1).
Furthermore, the United States government has been heavily subsidising domestic oil companies. According to Boyd and Chermak (1999 p.11) all combined these programs cost $24.92 billion a year. This equals to $3.96 for every barrel consumed in the United States in 1995 (Boyd and Chermak 1999 p.11). If these expenditures are added to the real price of oil they would represent a 26% increase of crude oil, from $15 per barrel to approximately $18.96 (Boyd and Chermak 1999 p.11). Boyd and Chermak have constructed a sophisticated simulation model (dynamic Computable General Equilibrium model) where they estimated the impacts of the removal of subsidies and military expenditures. They found that these programs substantially reduce consumer welfare and future prospects of economic growth (1999 p.31), whereas, domestic oil refiners are most advantaged by the existence of the contemporary policies (1999 p.11).
Throughout the years among the most significant negative impacts on the US economy has been brought by the deliberative oil import disruptions by the OPEC and price shocks caused by various reasons (OPEC manipulations, seasonal climate changes, natural disasters). According to Parry and Darmstadter in the period of 1973-1997 there were five oil price shocks, and on average every time price increased by 110% of the predisruption price, which equals to $10per barrel. Therefore (2003 p. 15). In economic jargon, the the demand for oil is especially insensitive to price and in reality it means that a 10% cut in world oil output will increase the oil price by 100% (Parry Darmstadter 2003 p.4). The disruptions in the international oil supplies have two imperative effects on the US: it decreases the economic output and cause dislocations of resources, including labour unemployment combined with the reduced capacity of the oil related industries (Leiby 2007 p.12). These effects last until the economy readapts to new conditions and price structures in the global oil industry (Leiby 2007 p.12). Paul Leiby predicts that the future adjustment of the oil price disruptions will approximately cost $4.68 per every lost barrel (2007 p.15). The actual impact of the 1973-74 oil embargo resulted in a 0.6% fall in GDP in 1974 and 0.4% in 1975 (Copulos 2003 p.48). Milton Copulos argues that these reductions in an aggregate economic output had been first instances of negative growth in fifteen years (2003 p.48). This has influenced the interest rates to augment by around 3% damaging the US economy by between $162.9 and $243.9 billion (Copulos 2003 p.48). If these losses are combined by the reductions in GDP and increased inflation, the total harm caused by the 1973 oil embargo amounts in between $842.5 billion and $923.5 billion (Copulos 2003 p.48). Therefore, evidence demonstrate that recent disruptions in imports and oil price shocks have had devastating economic consequences on the American economy. Foremost, the 1973 oil embargo was a deliberate OPEC maneuver to harm the US for political reasons (the US support for Israel). The OPEC cartel has successfully used the oil weapon to weaken the United States economically, thus, if the US strives to have an unconstrained foreign policy it is essential to reduce the oil dependence from the Middle East.
To achieve oil independence from the Persian Gulf imports, according to the resource dependence definition outlined in the theoretical framework, the United States must reduce the physical intensity of oil in the economy. The intensity of oil in the US economy since 1996 was reduced by 40% (Table 4), but benefits of this were largely offset by the 67% increase in the oil value in the economy (Table 4) (Leiby 2007 p.13). Throughout the years the US acquired monopsy power- as the largest world's consumer through its consumption and import levels the US has influence on the world's oil price. Thus, Paul Leiby argues, that the import disruption costs and world oil prices can be lowered by the reductions of the petroleum usage in the US (Leiby 2007 p.11-13). IEA predicts that the petroleum intensity of GDP will drop from 4.2 Btus per $1 of GDP in 2000 to 2.8 in 2025, substantially reducing the price spike impacts on the US economy (Parry and Darmstadter 2003 p.4). However, only more significant reductions of intensity than projected would guarantee reduced oil premium and low disruption costs. Therefore, if the United States significantly increases efficiency of the transportation sector then it could significantly reduce the oil intensity in the economy and achieve oil independence from the Middle East in the foreseeable future. All of the economic costs outlined in this section would be notably reduced by such policies.
