Nowadays, people talk too much about climate change. Global warming is no longer a theory, it is happening right now, on a global scale and it is threatening the development of humanity itself. However, it can be seen that human efforts to save ourselves in this regard are still quite fuzzy and not really effective. perhaps the problem is the lack of consistency among individuals and groups, the authorities and local people in the process of solving this problem. That is the problem which happening in Canada in the recent year when the northern lands are seriously threatened by global warming. The South which is represents the key political power of the whole country in charge to solve the problem. while the northern people – the indigenous inhabitants of the region also want to have the right to be responsible for their own land instead of being interfered by the southern entity. Overall, both sides have legitimate points of view. Nevertheless, for a long-term and effective climate change mitigation plan, The southern government should actively address the problem instead of handing it over to the northern community. This may be contrary to the aspirations of indigenous people but is really necessary for a time when environmental pollution is not a matter of one’s own.
Northern communities are much more sparse than the rest of Canada, however, they play an important role in the country’s history and culture. At the same time, it also contributed significantly to the national economy. The maintenance of ecosystems and communities here is essential, ensuring cultural diversity as well as border and financial stability. However, residents here are seriously threatened by climate change. Typically, the melting ice is happening at a rapid rate, it not only affects the landscape and the creatures here but also the indigenous people and the living environment are also affected in a negative direction. According to the study of Johannessen et al., (2004) sea ice around the Canadian peninsula area has decreased by 7.4% in less than 3 decades, whereby the annual maximum ice area has also plummeted seriously. In that situation, proactive actions to prevent a dark future are extremely urgent.

(2009) of all the new Canadian military policies, there is only one thing that the northern people are directly involved in, the same things have been going on for a long time. it makes the northern people feel they are not heard. therefore, they want to at least be able to decide a serious problem like climate change, which directly affects their own lives. moreover, as Saul wrote, long before the south did not really care about the north. until the late years of the 20th century, under the influence of the oil crisis, and the issue of sovereignty, the new government paid attention to the region and brought southern technology to exploit oil. In other words, northern citizens don’t have enough faith in the southern government anymore. Faith can only be recovered by action, not promises, and the most necessary action right now is to listen, truly listen to the wish of people.
On the other hand, the southern cities of Canada are known as the bustling and modern cities. It is also the largest political, financial and economic center in the country, most of the trade and political upheavals are concentrated here. In contrast, universities and southern research centers can easily access information and data because this is the center of almost every area including technology, education, and politics in the whole nation
Besides, Healey’s research (2010) was conducted by an association of Canadian Universities for Northern Studies and Canadian Institutes of Health Research (CIHr), collaborating with volunteers from many different organizations. The purpose of the study is to research the impacts of climate change on human health in the northern region based on the viewpoint of local communities. Their main research method is called photovoice. mainly collecting knowledge of data analysis, while volunteers are responsible for taking photos that reflect people’s views on climate change. and most importantly, combine research data with the experience of members in society, each photo is a true story and perspective about how do people treat with ice melting problem; thereby benefiting the community. In short, they are looking at the problem of the local people and have little impact on the environment as outsiders. This is not only to find ways to respond to climate change but also to understand the views of indigenous peoples. It can be said that this is the right step when southern scientists have begun to pay attention to the voice of the north instead of half-hearted intervention. In the future, whether if the northern community will ignore disagreement and support for this campaign.
In conclusion, it can be seen that allowing the southern government to take control of climate change can bring good results for both sides. Healey’s research paper is more convincing because it shows that this research seeks to find a bilateral solution, while also demonstrating specific steps of the whole process, the real desire of the research is to ensure the interests of the people. Finally, everyone knows the impact of climate change, but to really deliver a long-term and effective solution it needs everyone’s efforts. South or north, are all part of the country. Only when they all share a priority aspiration is to protect the common home-earth, they will be ready to dismiss the disagreement to achieve this goal. And only then do the above methods work, because the true power lies in solidarity.
