The concept of educational technology will continue evolved as long as the technology development is still exists. Education technology is the study of facilitating learning and improving performance by using technological processes and equipments(Weigal,2008). Impacts of education technology will be different, but the goal of all scientists who are developing the educational equipments are the same. Their goals are to make better and easier ways to learn school lectures by using technology.
Development of education system takes place in many different countries especially in developed nations .The most oblivious growth of education technology mainly takes place in Singapore .In 2003, the vice president of Microsoft word, Anthony Salcito visited Singapore and started the Backpack.Net project . This project was primarily focused on mobile learning for students. Students will have a chance to learn with tablet PCs, and be given an opportunity to learn lectures outside and inside of the classrooms. With the changes of technology , the way of teaching method for lecturers are also enhanced with new equipments In general, technology affects both positive and negative points in education system. Depending on the students and lecturers, the effects of technology will changed accordingly(Ministry of Education,2010).
2. Effects of educational technologies
Recent technologies help the students who are lack of critical thinking and to learn the lectures more quickly than usual ways . On the other hand, a significant amount of class time has been wasted by telling the students how to apply well to new technologies . The use of modern educational equipments are the not only the main causes, the others is that the students are too depending on this modern technologies and lost their own skills . Most students are able to master the basics of reading, writing and maths skill. The time when they used the educational technologies, they lost basics of those skills. They can't write correctly without modern software Microsoft word . They can't calculate the basics calculation without calculator . No technology can hold up for learner education, mainly for primary and secondary students. These students need to use own effort to fit for their education . Only the with guidance of their teachers , parents and mentors is the only way to promote children motivation . Most of the teenagers needs through motivation from their guidance Using too much technologies, such as facebook, smart phone, calculator, pc dictionary are not the answer. Students need to know technology is only a simple tool , not a substitution for the reading , writing and so on . (Behar, Anurag. (2010)
3. History of Singapore education
In 1967 , there was poor educational system in Singapore because the political state was not stable and Singapore government faced with difficulties in economic growth . Therefore, Singapore government has focused less on educational system by emphasising more on the hardest economic problem, "The oil crisis".
In 1968 , the political state of Singapore remained stable. National service was also introduced in 1968 . A massive educational program was also launched with the support of Ministry of Education(MOE) . Singapore got support not only from MOE but also from gifted education specialist from the United States . Their main project was to train the teachers and team in preparation of the implementation of the program as well they hired others expert trainers to maximize the possibility of the development .
As early as the 1970 , Singapore government saw the importance of ICT (Information and communication technology) to build up the technology of Singapore education . After 1970 , the project plan was successful over the limits . The classroom of the Singapore school conjured up the image of power point , film projectors and overhead projectors.
Today, ICT, such as online learning , educational computer games are commonly used in Singapore schools. Nowadays, Singapore government spent $470 million to continue the ICT master plan. 4 . Impacts of technology for education
Computer based education system affects many different ways for students. As always, here are advantages and disadvantages exists in every situation. Therefore, there are some positive and negative points for students and teachers who is too dependents on technology. However, nearly 80% of the technology has had a positive impact on an overall education .
4.1 Positive impacts
With the supporting of technology , students can study in more simulating learning environment . Students also can get the high level thinking skill such as critical and independent thinking .For example, students can play android games like "IQ Test" and "Adventure Tin Tin", both of games can improve students critical and independent thinking. Another examples for critical thinking is that using "Microworld Learning Environment" software. This software include puzzles of vocabulary and crossword questions. At the same time, Primary and secondary students can learn lectures by watching cartoon and anime. That kind of learning method will improve students motivation and attitude. Furthermore, using computer based education in every school has exponentially increased student's awareness of technology. Nowadays, students can look for their lectures in the online and interact with teachers about their lectures in the online.
Multimedia teaching tools are widely used at the present time. For example, teachers can apply interactive whiteboards , classroom management software and audio augmentation to aid the explaining of lectures more effectively and also teachers can use fingerprint device to record the student attendance more accurately. Moreover, teachers can use technology as a creative tool to change the classroom into learning environment.
4.2 Negative impacts
A . Students
As the technology becomes more developed , students are over dependent on modern education tools .For example, in learning Math, students are relied too much on the calculator without using their calculating skill. If some problems like complicated numeric, students can easily solve the problems with calculator. Without calculator, they cannot solve the problem mentally. Another problem is that, distance learning are popular nowadays. Student can graduate without leaving their home. As a result, when they enter the workplace, they faces with many social problems like communicating with coworkers. This problem leads into anti-social behavior.
Some teachers are not trained very well to use the advanced educational technology equipments. Technology is used to enhance learning. Therefore, teachers need lots of training to apply them effectively. Besides, the most challenge for Singapore school is how to train the teachers to apply the equipments effectively in a short period of time though teachers don't have an extra time to train how to fit into new technologies. Singapore government decided to show experiments trial in school . These experiments include ICT experience project for teachers and students to spread mature innovations and successful perform. New training program will also be applied to some schools and universities . The discussion of applying the innovative educational tools between students and lecturers can be more expanded. In this discussion , students have a chance to participate in recent development of new technologies including terms of research and solution.
5.1 Students: Overcome overdependence
As the students becomes over dependent on technology day by day, MOE decided to declare standardized tests for students. In this test, students are not allowed to use any modern technological tools. For example, accessing to online, using computer and applying calculator are restricted. In Singapore, starting from 2005, MOE started using Co-curricular activity (CCA) system in primary and secondary. In this system, students have to enter the exam without using any modern technological tools but they can solve any problems with group by group.
5.2 Efforts to educate lecturers in technology
Technology is use to support the learning, therefore ICT project plan include training guide for teachers to apply the technology more effectively. This program can practice the candidates teachers who needs opportunities to practice technology. Furthermore, the discussion between students, lecturers and researchers also important. In face that, they can exchange the knowledge about the educational tools and used them in a correct way.
In conclusion, modern technological tools are appeared to support the learning and teaching method of students and teachers. Educational technology also have positive and negative effects according to different users, especially for students. For those who is over dependent on technology will be effected by various disadvantages, such as losing own skills, social problems. Not only for the students but also for the teachers, there are still many negative effects. Teachers needs to stay accordingly with the rapid development of technology. Although, there are many negative effects in educational technology, many students and lecturers believed that these technology can assists the students performance more rapidly and strategically.
