Organizations are usually part and parcel of everyone"s life and world, and they dominate our daily lives. For these organizations to succeed there is a need for constant quality improvement when it comes to factors such as goals of organizations, and the structures, strategies, processes ,strategy, coordination, teamwork, performance ,environment and cultures within. So, firstly, we consider the concept of organization and, secondly, of organizational behavior before we proceed and look at the quality improvement as part of the organizational process. The knowledge of organizational behavior provides a framework for the management of people and processes in an organization, in this case, health care organizations.
One of the increasingly important functions of managers is to understand how to meet objectives, enhance performance and govern the organization"s processes. Doing so requires an understanding of how humans behave and how organizations and the managers within them positively or negatively impact upon employees" capacity to accomplish organizational goals, and how performance, knowledge and change are managed in complex organizations. So we are going to look at quality improvement as part of an organizational process. In this particular case the centre of our attention will be based on health care organizations and our study case will be NSW Australia Health care system.
It is of vital importance when Quality improvement is understood is viewed as marking the beginning and never the end of more improvement efforts, organizations have adapted new methods of approaching quality improvement in an organization.
Accreditation is a new way of quality improvement and is usually makes prediction basing on both national and international application and uses accepted standards or making assessment and benchmark in the performance of an organization. This pertains typically, ensuring certification by usually external bodies which often follow official visits by surveyors and assessors.
The basic function of certification is mainly to show satisfactory, poor or good performance. In addition, its other goal is to tell which organization produces acceptable products and services for which consumers, stakeholders and founders can accept. This has taken decades for accreditation to develop in terms of health and investments, the accreditation process has come out accurately in terms of motivation of high quality clinical organization process performance hence ensuring quality performance. There is a need to perform research in this area, and this is for basically public interest considering the cost and extent of accreditation processes which is functional currently as well as the importance it is to the consumers in efforts to improve the quality and safety of health care services and processes.
This paper seeks to approach and assess the impact, validity and value of accreditation in NWS Australian health care system. The nature framework of the accreditation makes it possible to be adopted by researchers who are international to make identifications on how accreditation process may influence and reflect the quality of health care organizations. The paper exhaustively describes the step by step process of coming up with the design and the method used which may underpin it.
Accreditation therefore can help NWS Australian health care system in establishing quality in performance in the structure and the process of delivering the health care services .Its application has in become ubiquitous in cutting across the international health care system. For example if a given ward is full of accreditation status in terms of health care then it is considered in other sectors as a valid indicator of high quality performance in the process of organization. Hence its value therefore remains uncertain, and is widely seen as a central legitimacy stumble for the providers of accreditations, researchers as well as policy makers .The question arises as to how best to research the validity, impact and value of accreditation processes in health care. Most of the health care organizations are involved in a kind of accreditation process and hence making the study of merit by use of randomized and controlled strategy to be almost impossible.
Furthermore, processes and tools for accreditation as well as organizational quality performance are all deeply multifaceted. Accreditation is has been used worldwide and it is a phenomenon that has been adopted in many industries and organizations. The Inspection and standards and quality -setting processes has been practically applied by industries ranging from institutions, software companies ,health ,seafood and manufacturing and even ambulance services. There has been emergence of accreditation processes for management system, laboratories, staff competencies, products and medical curricula. In a given accreditation process many variables are scrutinized such variables include team work, performance of organization, leadership, culture customer focus, service or product outcome. One of the major accreditation basically accreditation processes which is applied across many industries is ISO 9000. It is has been used widely in ensuring quality performance in organizational process widely and it concentrates on ensuring that organizations have documented process which is sound in order to improve the manner in which the services and products ensure the satisfaction of the customer"s requirement for quality. Basically accreditation process goes a long way in ensuring that organization performs in a quality procedure and manner.
In addition, accreditation process have major concerns in provision of barometers for gauging the performance by making sure that an organization performs and satisfy the de-signaled standards which are regularly subjected to examination and continuously improved in order to embrace customer satisfaction.
The customer satisfaction as per the Prevailing views, s shows that the benefits of accreditation processes are many and include perfect team work, reduced cost ,well documented processes and improved quality in the production of goods and services hence this process should be adopted by NWS Australian health care system in its quest for quality performance in the process of value delivery .Accreditation process in other words is seen as a process that drives the full method of improvement which encompasses the process, outcomes of service delivery and the structures. This is views in terms of for example a ward which is full of accreditation is perceived in many industries including health as a true reflection of organizational and individual performance.
Accreditation in the health sector has undergone many rigorous changes since it was established in the United States of America in the 1950s. Australia has been the centre of focus of in terms of a case study of the process of accreditation. Australia was one of earliest in adopting the accreditation concept basically in health and has undergone major and radical changes as it continues maturing and as of now the system it that 76% of all hospitals, and 94% of all beds are accredited. These statistics reflect how well accreditation and its investment in health including systems changes, clinical and managerial efforts ,financial allocations, documentation and other functions in participating and designing and in all the accreditation processes. Accreditation processes goes an extra mile in ensuring that there exists considerable health care values and resources in an environment where there is a lot of funding pressures. Various assessment have vividly shown positive results arising from accreditation although there are no figures which are available for health services expenditure on accreditation either in Australia or elsewhere However the annual approximation has been projected for medium-sized number as a round US$630,000.
In fact, accreditation has been widely adopted in Australia and other countries as a tool mechanism for assessing and also improving health care quality. I t is given that an effective accreditation research program will identify poor performing areas and will seek to make prediction on poor performance hence helping in bring quality performance hence averting clinical failure. In general overview of health care performance, research strategy which is in view of this strategy usually engages both quantitative and qualitative methods. Dimensions which are never captured through the use of mechanism measurement can be seen using an array of social research tools.
Accreditation is a is a very important safety and quality program which is used in assessment and improvement of health care systems although it consumes a lot of resources .Its individual effectiveness beyond individual settings is known rarely .So the program research is needed in order to provide research evidence in regard to the relationship between the clinical indicator performance ,consumer participation, indicator performance and organizational culture as well as participation performance and standard performance on accreditation. Without doing this, we stand a chance in which a risk of conducting a very expensive system initiative for example accreditation of programs without an effective evidence base. For example, we need to reach an informed decision as to whether accreditation as it is now standing should continue with its support as it stimulate continuous organizational improvement process is considered. This an international key problem since it"s relates to how health is well performed. This is a very important component in whether, safety prevention and early signaling detection processes for health sector organizations can be realized and the extent to which this can be done,. Through the process of illumination, through which an organizational performance can be continually improved and which the performance can always be improved via accreditation mechanisms this will ensure safety and quality of health care could be enhanced.
This type of design has health care industry although it can be transferred to other disciplines like law, education, law, accounting a part from health issues. While this type of design has health care industry implications, it can be transferred to other professionalized industries e.g. education, law, accounting and management consulting, and potentially realize large-scale benefits to individual organizations and across industries. In addition, understanding organizational behavior is now considered as a vital issue when it comes to considering public health. It has been known that in recent times, despite emergence of evidence concerning clinical practice, the adoption of such kinds of evidence has been a slow process. For instance, it has been proposed that organizational behavior could be which can either promote or discourage adoption of evidence-based practice hence, in order to stimulate evidence which is based practice and allow clinical performance indicators
There so are many different types of accreditation systems. It is always reasonable however to examine a well develop system which has been widely used in a very rigorous process such as the ones outlined. Internationally, the proposal of research proposed could be highly relevant across the various industries and also organizations.
The proposed project research has been well designed in trying to response to the questions the customers of the accreditation services as well as public and private contributors of health care have done it for so many years about the factors such as reliability, credibility and even cost-effectiveness of this accreditation. The outcomes from the basic research of this manner seek to illuminate, and probably challenge, a very long time beliefs and creates processes of accreditation organizations. For example, many questions have been asked as what organizational characteristics are usually positively associated with the overall performance, or if having clients of the service for partners in planning in policymaking and also in evaluation hence this can improve outcomes. At the same time, assessing the factors which contribute to reliability and deciphering how attitudes and patterns behaviors of researchers usually contribute to an effective system will be an influence in the choice and training of surveyors. So accreditation should be adopted by NWS Australia health system as it has been tested and proved to be the avenue to the quality performance in organizations especially health care systems.
