The success of online education depends on many factors: economics, society, technology, education, coursewares, etc. To identify them and find solutions to these problems remain to be answered by educators, administrators and partners.

In the knowledge economy, unceasing development of new knowledge, skills and competences requires a new strategy for education and training to satisfy more and more diverse demand in modern social settings. ICT and e-learning represent a most potential resolution and have a deep effect on the quality of teaching and learning. To enhance training standard, materials and curriculum need to be conveyed with support of technology based on the fundamental educational models and the principles of core pedagogies used by the institutions.

Technological evolution and information explosion in the knowledge economy has put educators and instructors in the position to examine all of their past used method. Technology-based methods made a revolution in the model of teaching and learning. Scott (2006) said (as cited in Delich, Kelly, & McIntosh, 2008) that creativity is a momentous factor of contemporary teaching and learning. It is significant to grasp students' notions and develop them using technological achievements of twenty-first century.

Online education is becoming an essential long-term initiative for many colleges or universities. Owing to its speedy increase of online education and great role for institutions of higher education, it is vital that postgraduate institutions setup quality online training programs (Kim & Bonk, 2010).

Therefore, developing high quality education and training will be a vital factor in deciding the achievement and development of each of individuals, families, society and country. Moreover, the study not only concentrates on education in the high school, college and university but also is interested in lifelong training. E-learning is one of an effective solution to solve this problem.

Moodle considered as Course Management System is free and open-source e-learning software platform with modular design. It helps developers create online courses rich in appearance with an orientation to interaction and collaboration in building content by modules core and additional plus features particular and attractive. In addition to typical features of an e-learning platform, Moodle has great contributions to interface, learning management, quality evaluation and learning creative and sharing. Developers can extend Moodle's modular components by creating auxiliary programs for specific new functionality. Moodle provides many typical forms and the range of functions to online writing courses that are based on process and genre approach. Its impact on the courses is attractive, effective, creative and powerful. Its prominent advantages in which face-to- face setting has not is to create vivid course materials, interactive course activities and social course activities in synchronous and asynchronous communication.

Application scope of Moodle are rather extensive and popular from natural sciences to social sciences , especially, education and training. On Moodle, modules are used to effectively implement writing activities proportional to process approach and genre approach. Every activity is associated with core modules and extra programs that both of them illustrate a process with the sophisticated and diverse degree of content and form. On the other hand, from particular modules, specific writing skills are constructed to enrich and diversify writing activities that promote the attempt active, independent, creative and collaborative of writers.

Some institutions of higher education as colleges and universities nationwide increasingly deployed distance programs in response to changes in students' currently learning demands as well as the educational development trend in the era of integration and globalization. One of the critical components that contributes to quality online education is faculty training and development programs. They help the instructors overcome technological hindrances. Several research studies showed that such programs not only raise professional standards of instructors but also have powerful effects on instructor transferences from teaching with face to face background to Web-based technologies.

Other fundamental constituent is a student training program that enables them to get knowledge about a computer and master involved skills so that they may use and manipulate modules in online courses. Next to them, instructors, which are highly computer-literate, guide, support and deal with computer troubleshooting, when necessary.

To get expected outcome, developers should combine online writing teaching with face-to-face training. In online training, e-learners can learn anytime and anywhere as well as learning activity can prolong lifelong time and they can collaborate and share the knowledge and skill. Concurrently, being aware of its extrinsic limitations related to computer software and ICT resources plus the lack of overall strategy in training human resources , developers find out answers for online problems and raise quality education and training.

Owing to costs of hardware and other ICT resources that are rather high, institutes, individuals as well as technical experts who have a financial potential can afford to buy and implement e-learning's infrastructure. In Vietnam, the government supports central universities as HCMCOU, HCMUP, HCMUNS, HCMUT, etc. in buying equipments. These institutes have installed and developed Moodle as Learning Management System in most of the faculties. However, online writing teaching on Moodle is not yet implemented. If installed and constituted, this virtual learning system only has page frames and is explored very limitedly by reason of shortage of resources human and technical.

In combination with many factors and resources, online education through Moodle, a free and open-source software package, have increasingly impacted on writing teaching and learning thanks to graphical and friendly interface, flexible and reusable learning objects, many-to-many communications, collaborative construction of content, continual evolution, and a broad spread of users and registered and verified sites in countries. These have made it become the leading courseware in education and training.
