The Latham report (July 1994) commissioned by UK Gov, written by Sir Michael Latham was an influential report defining the construction industries failures, constraints and procedures. The report Identifies construction projects from start to finish, including the understanding of professional rolls, contract variations to achieve 'best practices' including procurement and contract mediation.

Clients are understood as having a key role towards the speed of a construction project. Understanding the nature of the construction industry is said to be essential to gain a better understanding of how a project will proceed.

Latham's report recommended that such tasks will also have to include legal advice from certified consultants such as the client representative. Areas such as notifiable projects, professionals, communication, declaration of roles and responsibilities, project frameworks, governing bodies, liability, design & procurement should all be generally understood within a clients role.

Consultants are to be seen as competent professionals with sufficient qualifications within their chosen role as part of a construction project. Roles should be defined on paper, updated and reviewed accordingly by legally nominated professionals.

He thought private sectors should get together to establish a clients forum.

The Concepts of responsibilities should always be outlined and understood by a client. The Latham Report recommends that clients 'phoning the Architect' every time will not always satisfy a problem to the best of ability. A clients understanding about the concept of responsibility within a construction project may be better advised by more than one consultant depending on project circumstances.

The Latham Report also states that project responsibilities would be better determined when on paper. This would help liability, roles, acts on site and would also help possible communication difficulties (employee thinks someone else is doing a part of a project when they're not) for the completion of a project.

Taylors scientific principles where widely regarded as being good practice towards a more progressive production process which in the long run would increase the manufacturing process within a business thus increase sales.
