Motivations

Digital preservation is the management of digital information over time. Preservation of digital information is widely considered to require more constant and ongoing attention than preservation of other media. This constant input of effort, time, and money to handle rapid technological and organizational advance is considered the main stumbling block for preserving digital information. The Digital libraries initiative (DLI) was launched in 2005 as part of the Commission's i2010 strategy to boost the digital economy. It builds on work already done by the Commission over a number of years. The digital libraries initiative aims at making European information resources easier and more interesting to use in an online environment. It promotes the positive contribution that information and communication technologies (ICT) can make to the economy, society and personal quality of life. As a framework for combining multicultural and multilingual environments with technological advances and new business models, the DLI addresses the main challenges and developments in the information society and media sectors up to 2010. The initiative contains a range of EU policy instruments to encourage the development of the digital economy such as regulatory instruments, research and partnerships with stakeholders.

Three main strands will be followed to realize the potential of digital technologies for widespread and easy access to information:

- Online accessibility, a precondition for maximizing the benefits that citizens, researchers and companies can draw from the information.

- Digitization of analogue collections for their wider use in the information society.

- Preservation and storage to ensure that future generations can access the digital material and to prevent precious content being lost.

This inspire the idea of creating ion anof online consolidation framework of EC research results in the field of digital preservation and culture heritage that had taken place in the framework program and other research activities. The aim of this framework is to enable the widely testing of thoseof those technologies appear as result of research asresearch as well as deployment of new ICT-based cultural and memory preservation services. The proposed project has the following objectives:

a) Capturing robust and matured Digital Preservation research result and promising technology in the European Member States and at the European level

b) Provide an integrated picture of the current cultural heritage research in the European Member States and at the European level.

c) Expanding the potential of the cultural heritage research result by nurturing the involvement of the Mediterranean Countries

d) Enhancing the dissemination of research results of tangible cultural heritage technology

e) Creation of collaborative and supportive platform that enable digital library working community to widely share and exploit tangible information and best practice by producing guidelines and benchmarking tools

f) Provide an actual link between Digital Preservation technology suppliers, integrators and leading research organizations.

Expected impacts

1- Increased EU competitiveness in the field of digital preservation and culture heritage the global market by fostering standards-based integration and exploitation of digital preservation technology and services across domains and organizational boundaries.

2- Strengthened EU leadership at every step of the digital preservation lifecycle, creating the conditions for the rapid deployment of innovative products and applications based on high quality content.

3-Significant advances in the ability to offer easily customizable access services to scientific and cultural digital services, improving their use, experiencing and understandings throughout Europe and Mediterranean Countries

4- Leading edge research in Europe strengthened through restructuring of the digital libraries and digital preservation research landscape. Leveraged impact of research results.

The overall objective of the proposed project is to provide direct access to the digital preservation scientific community by constituting a consortium composed of National Contact Points, International Organizations and National Information Points, spanning across Europe and the Mediterranean region that aims to widely transfer and diffuse the EU best practice of digital preservation to third countries.. In addition, defining an ICT SMEs national focal point working in the digital preservation research area would sustain the diffusion, integration, promotion and dissemination of research results.

PROJECT DESCRIPTION

Proposal Outline:

Digital Preservation have been made possible, through the integration and use of a number of Information Technologies, the availability of digital content on a global scale, and a strong demand for users who are now online. Defining a regional initiative for digital preservation between the Mediterranean countries that aim to consolidate the research results of previously funded projects would allow the transfer the best practice from the EU to the Mediterranean.

The suggested project aim to promote and disseminate the best practice of digital preservation and culture heritage research results developed by different stakeholders in the EU in order to provide specific user and communities with access to advanced digital library technologies, services, expertise and knowledge which will allow them to take-up these technologies and services . The project aims to foster a common approach and methodology and its supporting platform for the future development and interoperability of Digital Libraries (DLs) between the Mediterranean region and Europe with particular reference to promoting best practices and sharing standards. The platform will a)

a) promote information technology achievements as an instrument for digital preservation and culture heritage; b) disseminate best practice at regional level; c) consolidate, integrate and cluster technology for future research initiatives in Europe, d) support benchmark for sustainable technologies

Several projects have taken place within the EU ICT Capacities programme with the aim of enhance ing research and innovation capacities throughout Europe in the digital preservation and culture heritage. Through the Sixth Framework Programme some projects w ere funded in order to e nhance specific digital preservation technologies, while other focus on deployment of p planning services that empower organisations to define, evaluate, and execute methodologies, tools and services for Characterization of digital preservation and define Innovative solutions for Preservation Actions.

As an example of the projects that focus of technology development was CASPAR[1] - Cultural, Artistic and Scientific knowledge for Preservation, Access and Retrieval. It was an Integrated Project co-financed by the European Union within the Sixth Framework Programme (Priority IST-2005-2.5.10. It aimed to design virtualisation services supporting long term digital resource preservation, despite changes in the underlying computing (hardware and software) and storage systems, and the Designated Communities.

DigitalPreservationEurope (DPE)[2] is another project that facilitated pooling of the complementary expertise that exists across the academic research, cultural, public administration and industry sectors in Europe. DPE fosters collaboration and synergies between many existing national and international initiatives across the European Research Area.

Through the seventh Framework Programme, Living web archiving (LiWA) [3]project is one of the currently running research project that focus on innovative methods for content capturing, filtering out spam and other noise, improving temporal archive coherence, and dealing with semantic and terminology evolution. Two exemplary LiWA applications - focusing on audiovisual streams and social web content, respectively - will show the benefits of advanced Web archiving to interested stakeholders.

The suggested platform aims to c onducting a joint program of activities aimed at integrating and coordinating the ongoing research activities of the major European and Mediterranean teams working in Digital Preservation - related areas with the goal of developing the next generation Digital Preservation technologies, testing and deployment promising research reseults. The network also aims also at disseminating knowledge of digital preservation technologies to many diverse application domains

Specific outputs include:

1. Platform to consolidate an European digital preservation emerging community- based that aims to transfer best practice to through European and with special interest to Mediterranean Mediterranean region. The platform will contains a forum where researchers, practitioners, and representatives of the application communities can exchange ideas and experiences;

2. A digital preservation exchange program of researchers between European and Mediterranean countries that aims to promoting cooperation between European and Mediterranean digital preservation initiatives;

3. A series of Workshops, Summer Schools, eTraining courses and eNewsletters that enable connecting & catalysing a cross-area Digital Library Community through Connecting & catalysing a cross-area Digital Library Community that aim to improvement international cooperation in digital preservation research areas

To tackle the digital preservation adequately requires concerted and orchestrated efforts, critical mass, as well as synergies of ideas, technology solutions and practices - and this across disciplines, organizations and across national borders (European and Mediterranean). Stakeholders within and beyond the existing digital preservation community need to be mobilizedinteract together. Consequently, there will be scope for our network platform in structuring digital preservation research for the future.
