Health is a condition of physical, mental and social well-being. It is very necessary for an individual to maintain healthy living to work and to develop, as it is said “Health is Wealth”. Some of the strategies to stay healthy are taking proper nutrition in food, regular exercise, stress management and health care. Health system priorities reflect societal values, as they are of vital importance for the public. Public participation is increasing these days in activities concerning health and development. Awareness for health care is growing among the general public, which in turn affects society. The health program should lay emphasis on mental, physical, as well as the social welfare of the public (Health Consultation, 2008).

Public consultation is a regulative procedure by which the public's input on issues impacting them is sought-after. Its primary aims are improving the efficiency, transparency and public participation in large plans or laws and policies. It usually involves notification (to publicize the interest be looked up on), consultation (a two-way flow of information and opinion exchange) as well as involvement (postulating interest groups in the drafting of policy or legislation). Depending on the legislation (if applicable legislation exists at all) and the scope of the project, consultation might include all concerned parties, or might be restricted to those directly affected by the plans. The health care policy for the children aims at healthy, safe and nurturing care. It takes care of the physical and mental health of the people. The public health system provides clean drinking water and proper sanitation facilities and to avoid or prevent the diseases, as it believes that prevention is better than cure. Public consultation aims at improving the health system and the health policy by consulting the public (Northwest Centre for Public Health, 2008).
Citizen jury
A Citizens' Jury is a mechanics of participatory action research (PAR) that delineates on the symbolization and some of the practices of a legal test by panel. The citizen jury helps in overcoming the terrors and troubles of the health services. They are formed of the members from the general public and give necessary suggestions to the authorities for making changes in the health care programs. It consists of arbitrarily selected people from the electors roll. This jury takes some days to understand the present health status of the public, the available health resources and services and the constraints faced by the public health system. After this, the jury examines the values and principles that the health services should provide. In Australia, it suggested to introduce more services for the mentally ill people, larger endeavors for deprived people, particularly aboriginal people and increasing expenditures for prevention.
Health services are the first and foremost societal establishments so that the thought of getting intelligent nationals to help make conclusions on behalf of the community makes sense. There is no deadlock and no menace to the democracy from these citizens' juries. Having ‘citizen ownership' comes with governmental vantages, as the community is better informed and more cognizant of the troubles of operating a wellness service within a strained budget. Citizens at the jury can better understand the system and are more openhearted to those who have to determine how to expend the health dollar. Health politicos should realize that it is the citizens' health service. They should permit nationals to say what values they want to aim at, and then contrive an arrangement that gives the masses what they want (Mooney, 2008).
Compare and contrast
Public consultation includes the public policy measures related to health care system for the general public. The citizens’ jury is the panel of citizens from the voters that decide about various loopholes in the public health care system. Public consultation aims at overall changes in the services of health care system, but citizens’ jury especially aims at increasing resources and improving mental health of the people.
Both consist of legal and authorized people and aim at improving the health care policies of the government. Both plan to introduce a transparent decision making system. They also aim at a greater equity in the health system. Both are dominated by politicians and policy makers (Mooney, 2008).
