The issue discussed in the meeting is of Science and Technology cooperation between US & China. In the present scenario, Science has been regarded as a very powerful tool for development & outgrowth of the economy. The economy need to have upgraded science and technology so as to have a competitive edge. In the wake of the current developments and the emerging demands that are placed on the system of Science & Technology, it has become significant for the government to start a few major science projects which have relevance to national needs and which will also be relevant for tomorrow's technology (China-U.S. joint commission meeting boosts S&T co-op, 2006).

The interest groups and the key people involved in this issue are the Presidents of both the countries - China & USA. The 100 representatives of both the government can also be considered as the interest groups. The interest groups took the decisions pertaining to signing of memorandum of understanding (MOU). The US government also proposed Advanced Research Agenda program with an objective to strengthen cooperation and commitment in the basic research process. China government also took initiative measures and helped the US government in carrying out cooperative research.

But, while focusing on upgradation in science and technology, social factors should not be ignored. The information should be properly delivered through proper channels of communication so that it can be beneficial and can be used in a practical terms (Dickinson, 2004).
In an environment, where international economies are fighting for a competitive front (by developing their research capabilities), administrators should give a commitment towards strengthening their research capabilities. Government must also take a financial decision with regard to proper allocation of funds in the research base. As per the past three records, the budget on science and technology is increasing every year (17.4% to approx. $4 billion by 2011)
The dialogues in the meeting accurately reflected the public's view on the issue. The agreement between the two governments is a unique opportunity and great initiative for the growth of both economies. Also, mutual beneficial relationship was created which was done keeping in mind the public view.
To improve the process for citizens to communicate with local government, following measures can be taken:
To make the governmental policy information available online so that citizens can use value or take proper action in their own districts;
To appoint the departments and rulemaking agencies so that all the minutes of the discussions in White House are archived for all American citizens to examine, discuss and react (Technology and Innovation for a New Generation, 2007);
To restore the basic principle of the decisions taken by the government (which is based on scientific evidence).
