Government Oman Development
Study the development of generic E government Paradigm and investigate the relevance, adaptability and degree of percolation from the perspective of Oman.
Objectives:
- To investigate the diffusion of E Government Paradigm from global and regional perspectives through a comprehensive literature review.
- To investigate the strategic policy guidelines and infrastructural competencies for development and deployment of E government in Oman
- To conduct an empirical research to examine the degree of development and maturity of E government services from the perspective of government officials in key ministries in Oman
- To appraise the challenges behind E government in Oman and the future potential
Research Questions:
1) What is the present level of development in processes associated with E government in Oman?
2) How suitable are the legal, infrastructural and government policy frameworks for growth, development and sustenance of e-government paradigm in Oman?
3) What is the level of perceived percolation and diffusion of E government processes as visualised by the private entities?
4) What are the key barriers in deployment, diffusion and sustenance of E government from the perspective of Oman?
Chapter 3Methodology
Interviews
General Interviews with a heterogeneous sample particularly for Qualitative research would be conducted for this particular investigation. Almost 25 interviews would be undertaken to appreciate the diversity of view points and develop a cohesive picture at the end of the investigation.

Category 1 Senior Management from Govt & Pvt Sector
Category 2Middle Management from Govt. & private Sector
Three techniques of sampling would be used for creating a balanced composition of survey sample. Simple random sampling would be used to pick up members from category 3. Quota Sampling would be used for selecting respondents from Category 1 and 2, to ensure no inherent bias creeps up in research, thirdly purposive theoretical sampling would be used to select respondents from all 3 categories depending on the direction and trends of observed research .

Both types of Questionnaire would be used for this research . While self administered questionnaire delivered via post or personal delivery and collection would be used for Quantitative research , Interviewer Administered Questionnaire would be used for Qualitative Research and pilot study investigation of primary Quantitative Questionnaire .
Approximately 170 questionnaires were sent of which 100 were received back at the rate of 60% approximately .
