‘Corruption' is being identified as the core threads to national development of the third world countries in particular and it has become a highly prioritised agenda for international development agencies, donor agencies and different global movements. Though anti-corruption strategies have to be tailored to the specific requirement of each country, higher standards of governance, accountability and transparency have in common for these countries. To ensure these anti-corruption strategies, significant levels of legislative change as well as the need for political will and stability are required.
Since then, e-government project, as an anti-corruption strategy, in third world countries are addressing legislative change by providing access to information from Government level to general people and even rural-illiterate people. According to IS researchers in developing countries and international development agencies, e-government project is an initiative to bridge so-called “Digital-divide” which clearly divine the Globe into two segments; ‘information rich' and ‘information poor'. This kind of project plays a significant role towards the development of ‘well-informed society' especially in rural areas through offline or online access of Government's information. Hence, transforming ‘information poor' to ‘information rich'.
